Read the following passage carefully and answer the questions that follow (15 - 21):
In a small coastal town in Australia, an artist named Leo has found a unique way to fight pollution. His philosophy is simple: “Waste is not rubbish; it is just a resource in the wrong place.” Every morning, Leo walks along the beaches and collects a lot of plastic trash that the ocean has washed ashore. He finds all sorts of things: plastic bottles, old fishing nets, broken toys, and countless small plastic fragments. Unlike many people who might see this as a hopeless mess, Leo sees it as his supply of art materials. He believes that art can be a powerful tool for environmental awareness.
His process is quite demanding and takes a lot of time. First, he has to clean and sort all the plastic by color and type. Then, using a special, safe heating technique in his open-air workshop, he melts and molds the plastic. He transforms this former rubbish into stunning, large-scale sculptures of marine animals that are affected by ocean pollution. His most famous piece is a life-sized turtle, its shell beautifully crafted from hundreds of green bottle caps. Another is a majestic dolphin that seems to leap from a wave, made entirely from blue plastic bags that he has fused together.
Leo receives very little financial support for his work and has only a few volunteers who help him on weekends. Not many people in his town initially understood his vision. However, his sculptures are now displayed along the town's promenade. They attract tourists and have started many conversations among the local people about the impact of their daily habits. He doesn't make much money from his art; he sells some small pieces, but that is not his main goal. His primary purpose is to make people stop and think about where their plastic ends up. His ultimate dream is to create an entire underwater art gallery, a silent, beautiful protest on the ocean floor.
I wish to ______ a complaint about the poor service I received.
